Scalloped Brick Edging Wood Chip Mulch

I just broke up two small areas of concrete and now I have a 4 inch deep trench. I would like to line the trench with scalloped concrete edging and they are 1 foot 4 inches long each. Then fill with 2-1/2 inch wood chips. The edging will be close to the soil so that it can allow water thats coming from a neighbors gutter drain to pass through, and then pass through the wood chips to leach through the soil. Will this idea work? Will the wood chips keep the scallop edging from collapsing in, when anyone steps to close to it. This is what I fear will happen. Advice appreciated.
